There is nothing interesting to see. It's just a garage. No idea how he could host stuff there considering that it is probably a C/2 or C/6 hence probably legally cannot even put "live" stuff inside.

I think it can be assimilated as a "CED" (data elaboration center) for a small office if it's only a couple of racks. Fact is it shouldn't be in that area but rather as a pertinence of a company.
If he lives in the apartments above, then it is probably a pertinence of the apartment (you can do that to make it tax exempt) but then you cannot have income from the use of it
