When scammer deadpools, RIPE sends you a warning, you have a month to move over to another LIR.
So you pay $25 to @Cloudie to move your ASN.
Or you pay $25 to @Cloudie today to register your ASN, not wasting that €5 to scammer.
Move fee and registration fee are the same.

It's not a flex thats me showing you less than 3 minutes after he 'closed' my account I started getting phishing emails to that alias email address.
