SAS controller
Bought a used SAS HDD by mistake.
It is really not worth returning it with the shipping fees these days, so thinking about making use of it by purchasing a SAS controller for my at home dedi.
What would be a good SAS PCIe controller?

Get one of the LSI 9201-4i or 9201-8i models (or something like this). With the correct break out cables you can connect SAS and SATA drives to it (for future expansion) and it should be right within your budget as well. They are good cards that can be flashed into IT mode (if you don't buy them pre flashed) and they're very handy for any NAS builds you may consider in the future (think ZFS!).

Yup, that will work nicely.
Cheap dedis are my drug, and I'm too far gone to turn back.
looks like this card has RAID functions as well. Can it be turned off?

Should be - by flashing to IT mode it becomes a vanilla HBA and will just "pass through" the disks.
