You mean oracle? No not happening without a CC. There is also a prevailing theory that the type of card matters to whether they'll nuke your free account but that is just speculation. They also block a bunch of prepaid cards I believe

Google cloud and Oracle cloud both have free VPS. Oracle is way better specs but they're fond of deleting accounts so use at own risk
