I use some VPS as gitlab CI runner and compile software on it.
These providers allow an average cpu usage of 50 to 70%. And I'm below that.

Servarica super provider in my experience.
I don't find their website particularly trustworthy. But I can confirm that it's solid stuff.

I'm using nested virtualization in production (KVM-in-KVM)
I don't see any performance issues.
I haven't tested it for applications that are very, very sensitive to the slightest latenc…
