(Quote) I don't think you understand the difference between a VPS and a VDS. If you want to use 100% of the resources assigned all the time you need to buy a VDS. A VPS has shared resources and can only be used at high rates for a limited time.

Can't tell exactly what you are doing but maybe slowing it down a bit might help. Are you using a "--bwlimit"? rsync -az --bwlimit=2512 -e "ssh"
