cpu steal is normal on a share core vps, if it is extremely high for long periods you have been placed on a core with some abusers, and recommend asking to be moved off that node to one with less abuse, IO wait would also be the same, depending on how much usage is getting used by other users.
ah contabo, they are very stable, but their limits are very strict and will not change them, your NVMe or SSD storage is capped really bad, and they will limit the cpu for no reason, but I will have one in Sydney for small things, but only a 200mbps system, I would not really get anything bigger than that with them.
The link you gave shows an average "cpu steal" of 3% or something, why are you claiming that this is the issue? it doesn't make sense
what does "running yabs crashed the system" even mean? did it get rebooted? kernel panic? what?
Contabo is overselling like crazy.
If you check with top you will see a pretty good percentage of steal.
When I was there years go I had over 20% of steal at some points.
But was steadily around 8-10%.
Asked them why and needed to provide a lot of images and explanation.
After that they moved me down their product line to an older CPU.
Shortly after even this node started to go bad and the percentage went up.
After that I just left and never looked back.
You get Hetzner ARM cloud instamce for similar price and that works a lot better.
Or a lot of different providers here as well.
I moved many of the things from Contabo to Inceptionhosting and never looked back.
Since then I have gotten a lot more different ones for a lot of other things, and every one of them are better then Contabo 😀
No surprise with Contabo. Last time I tried it it looked good for a couple of days and then disaster with CPU steal reaching 80% if I remember correctly

Check your swappiness value. Could be system starts swapping at 40% ram usage already, as is the default value.
