I really do not know for sure, but I have a migrate button in the one I bought two days ago that lets me select a new location. I just did not hit the button to actually migrate it. VirMach has NOT stated that these specials are not eligible for paid migration.

how long after provisioning, would the IP addresses update with their MACs in the router? because my one does not have any connection currently, via DHCP or manually configuring the IP, dont want to annoy support just yet

Go to your VM in the billing panel. There should be a yellow button near the top of your VM below " Show service details & billing information" that says "Issues? New Service" You can click that to rebuild the VM. It will destroy the VM and build it again without contacting support. Wait at least 15 minutes after clicking it once before doing anything else.
