I think @freerangecloud also supports ipv6 rdns via control panel - they have a new node in Norway, and might have a deal in your price range if you check with them
I suggest you keep an eye on Netcup (yes DE, but you mentioned you're open to DE too). If you can snag one of their VPS deals (billed annually at roughly €20/year which works out to <€2/month), you'll have everything you need plus a very generous (unusable?) 40TB of traffic a month. They're remarkably stable for the typical VPS use case.
They were part of the Advent calendar for the Dec 2nd but I think they may make yet another appearance.

IIRC, they don't have RDNS for IPv6, unless things has changed?
I hope that you don't need a fully routable /112, because that's going to be nearly impossible, specially if you want a reliable provider.

They (Scaleway) do provide /64 IPv6 blocks but rDNS for IPv6 is not supported
