Looking for a UK VPS with a /28 or /29
This will be used to tunnel the IPs to my proxmox setup which mainly runs a few personal websites and development servers. Basically I need a few of the VMs to be public facing.
Currently I’m just using ngrok to tunnel stuff over the web but I want a bit more control.
Single ipv4 address + a /28 or /29
It will also need a IPV6 connectivity, a /48 would be ideal but I’ll take a /64.
Shouldn’t use much bandwidth at all, I’d prefer unmetered so I don’t have to worry about it but really anything over 10tb should be fine.
Need a gigabit port, 1 gb RAM, 10GB disk.
I don’t have a budget in mind but definitely keen to hear offers.

Based on your requirements, such as a stable solution with a single IPv4 and a /28 or /29 subnet and IPv6, plus some basic resources like 1 Gbps, 1GB RAM, and 10GB disks, our small VPS plan with additional IPs will be sufficient for you.
You can easily set up routing and tunneling to your Proxmox VMs. A dedicated server could also work, but it's likely more than you need for this specific purpose.

i can offer additional ipv4 as many as you need but we dont have /48 IPV6 ATM

Bit of a late reply, but just noticed it because of the bumps today.
Given how low your requirements are, you might want to look at just getting a cheap VM from anyone and using haproxy to forward HTTP/HTTPS/random TCP to the VMs, or if not web-facing just iptables to forward random TCP and UDP ports to the VMs.
If you use a reverse proxy you only need the one IP for all web traffic but can select the VM to send it to based on the domain name in the SSL request.
+1 for that suggestion if price and flexibility is of any concern.
Your post has a hard requirement for a /28 or /29, without saying whether you need these 5 or 13 IP's need to be in the same subnet for one reason or another.
My ISP used to provide a /29. After they stopped offering that, I went shopping for a small routed subnet and quickly found out that, at these low quantities, a budget VPS with IPv4 costs less per month than one eighth of a /29 (let alone one fifth). The CPU, RAM and storage come as a free extra. Your use case states low traffic, so the only concern (lack of bandwidth / port speed) may not be a problem.
If open ports can be of your choosing for these dev/test apps, you could even get away with a Yetibundle or some other NAT offering.
Actually got sorted with this for £15 per month with layer.
One of these IPs runs haproxy for a bunch of HTTP services I run, others need to run over TCP and require specific ports so NAT wouldn’t work and haproxy doesn’t work well for these TCP services.
