Yup.
The plugin works for free.
You can install the Extension manager. Some of the extensions are free and you can enable them without paying anything - and when you pay, you can enable any extension (i.e. including the paid ones).
So, I'm working on a new site that is based on WordPress meaning this discussion came around at the right time. I've never heard of the SEO framework before and thought I'd give it a try after reading your extensive and helpful review.
I'm impressed so far and I think this will probably be the SEO plugin I use going forward on all my sites. It has exactly everything you need, and it's so simple.

That is the Schwalbe Marathon Plus tyre in the pic - that one can be tricky to mount (awesome puncture protection though)...
