I have never came across Romanian provider that doesn't ignore DMCA, it doesn't matter if they are in a shed or real datacenter, Romania is Romania.

I think he refers to https://zet.net/ (AS6204), however https://zetservers.com seems like their non-traffic exclusive brand and just offers general services (their upstream is zet.net)
I have a provider using them in Ireland, works quite good.
