@Calin i noticed that the panel shows IPV6 address now and vps been added ipv6 too. but it seems still unwork now? ping ipv6 address still shows "no route".
Checkout page says 5-7 days delivery, it has been 9 days since June 26 order.
Is it time to initiate a chargeback on PayPal? I know PayPal charges the seller a $20 chargeback fee so please respond if this offer is still active or if it is out-of-stock and will be refunded, thanks. @Calin

When you threatens a provider with a PayPal charge back, you should expect a refund, and being banned from future purchases. This may also affect your ability to purchase from other providers as well.

If I initiated a chargeback, then yes, this response is expected and warranted.
But if I have not received a single response for 3 messages over the course of 9 days, in the middle of which they had posted but ignored my post, and I had still waited patiently the whole time as the checkout page stated "5-7 days delivery", is my message not warranted?
It is not even strictly a "threat", I had provided other options in my post, such as if is it active, out-of-stock, will be refunded etc.
This may also affect your ability to purchase from other providers as well.
This on the other hand is not warranted at all.
I had not initiated any chargebacks, and what about my side? Where I had waited for 9 days without a response?
@randomVPSnoob my point is that a charge back is a last resort, not something to be used as a cudgel against a provider. When you threaten a PayPal charge back that costs the provider $25 or $30 on a $5.69 a year service why would he want to do business with you ? Even if the provider was to provision your service today, why would he not consider that the next time you do not feel that your ticket, downtime, or whatever, was not responded to fast enough that you would not then initiate a charge back.
You may or may not know that there is a thing called FraudRecord where providers enter their experiences with customers to protect themselves from abusive customers. I'm not saying that Calin would make a negative entry into FraudRecord, but previous PayPal charge backs, are one of the things that can affect your ability to purchase from providers in the future.
I understand that you consider that three messages in nine days, before a service has even been provisioned to be waiting patiently. I also expect that what you or I feel is appropriate is irrelevant, but if the provider feels that someone is a high maintenance, likely to charge back, non profitable, customer why would he want us as a customer ?
I don't have any skin in this game, and am just trying to give you some perspective. If you don't see it this way you are more than welcome to continue.

@FrankZ If you are saying that a MENTION of a chargeback is enough to get into said FraudRecord, then I would say I disagree with that completely.
But I have gotten a response from the seller so I don't really wish to continue this discussion with you.

When @Calin mentions today, or this week, this month, he actually means next month or several months later respectively.
Because he said IPv6 will be done in May 2023, IPv6 is in progress, is on to-do list several times later but, hey, now it's July 2023.
The only reason I didn't abandon the VPS is it's cheap and somewhat stable (more than 99% uptime since delivery). Otherwise I would have treated it differently. So I recommend you either adjust the expectation of $5.7 VPS or open a ticket for refund.
The only provider here, afaik, which deserves PayPal complaints is vir.
He advertises IPv6 access in the offer page which is at best unstable as of now, and rDNS is not working after leaving former upstream provider CC (no respond for ticket), and the most disgusting one is many innocent people were diss-ed after months long wait.
At least @Calin is better (more polite, more stable) as of now.
